Guidance towards implementations of national biosafety frameworks: lessons learned from the UNEP demonstration projects

The UNEP-GEF Biosafety Unit recently started an analysis of lessons learned from the 8 UNEP-managed demonstration projects for the implementation of National Biosafety Frameworks. These projects were approved by GEF Council in November 2001, for Bulgaria, Cameroon, China, Cuba, Kenya, Namibia, Poland, and Uganda. The 3-year projects started in September 2002 and were completed in the period 2005-2007.

Sampling an erupting volcano at 550-m depth, discovering roiling pools of liquid sulfur at 400-m depth, watching tropical fish swimming amid fields of black smoker vents, and encountering a blizzard of liquid carbon dioxide globules rising from fractured lava flows at 1600-m depth all sound like wishful thinking or scenes from a science fiction movie. But, we had the good fortune to observe these and other previously unseen phenomena between 2004 and 2006 during a series of expeditions to the Mariana arc in the western Pacific. We describe here several of the most interesting sites, along with their geologic and oceanographic contexts.

In 1998, Vanuatu acceded to the United Nations Convention to Combat Desertification (UNCCD). The UNCCD aims to guarantee a long term commitment to the parties concerned through a legally-binding document. The realization that local aspirations, livelihoods, conservation and inshore fisheries management should be integrated has seen an increasing emphasis on collaborative and participatory approaches worldwide. In many respects the Pacific has taken the lead with hundreds of communities in Fiji, Vanuatu, Solomon Islands, Samoa, Papua New Guinea, Tuvalu and Micronesia now proactively managing their coastal resources. Approaches range from the customary or traditional to complex multi-stakeholder co management.

This report presents results from the Supplementary Livelihoods Options for Pacific Island Communities (SLOPIC) study, carried out by the Foundation of the Peoples of the South Pacific International (FSPI) using New Zealand Aid (NZAid) core funds. The main aim of this study was to review supplementary livelihood (SL) projects that have taken place across the South Pacific over the past 5 to 10 years, with a view to extracting 'lessons learned' and identifying the determinants of success.

It has been over twenty years since UNCLOS came into existence and twelve years since it came into force, in addition to fourteen years since the historic "Earth Summit" was convened in Rio de Janeiro in Brazil, yet the Pacific Small Island Developing States (SIDS) are finding it extremely difficult to deal with many cross-cutting and multiple issues relating to ocean management. The challenge for the Pacific SIDS is clear, successive international, regional and national initiatives emphasizing sustainable environmental development and ocean management have no real impact at the rural communities' level. This paper examines the challenges facing Solomon Islands in the development of an Integrated National Ocean Policy, and offer recommendation guidelines as to how to design an Integrated National Ocean Framework so as to contribute to the effort to ensure that all benefits derived from the oceans are sustainable and reach through to the local communities.

Reef restoration concepts and guidelines: making sensible management choices in the face of uncertainity

The purpose of this section is to provide a management context to reef restoration. We assume some familiarity with what coral reefs are. A key point we make is that reef restoration should be treated as just one option within an integrated coastal management (ICM) planning agenda for a stretch of coast. Too often, enthusiastic proponents of active restoration omit to consider the wider context and factors outside their control which may jeopardise their efforts.
