Feasibility assessment of the eradication of ship rats (R.rattus) and kiore (R.exulans) from Palmerston Atoll, Cook Islands

This report assesses the feasibility of eradicating rats from Palmerston Atoll – a small inhabited Atoll located in the Southern Cook Island group. The project was originally requested by the community so has social acceptance and political support. The project is being funded by the New Zealand Ministry of Foreign Affairs and Trade through the Managing Invasive Species for Climate Change Adaptation in the Pacific project. The Department of Conservation are leading the operational planning and delivery of the project, in collaboration with multiple Cook Island partner agencies and the Palmerston Island community. The feasibility study reviews why the eradication is being done; whether it is achievable; sustainable and acceptable; and identifies what the key issues and dependencies are; and proposes the next steps if the project is to proceed.

This document covers the operational planning for the eradication of ship rats and kiore from Palmerston Atoll. Kiore are present on two motu (islands) on Palmerston Atoll – Home Island, and Cooks motu; while ship rats are present on Home Island only; thus, the scope of the eradication includes only these two islands for the hand broadcast application of toxic baits. Ensuring rats do not establish on other motus in the Atoll is also critical to the project’s success.

This document reports on the operational activities carried out over the field work delivery period of the Palmerston Atoll rat eradication. The purpose of doing this is to retain and build institutional knowledge and learnings for future operations; as well as report on the operational proceedings in the event they need to be referred to in the future.

Wallis and Futuna drone-based rat removal

4 years ago, Wallis and Futuna's Territorial Environment Service embarked on an ambitious journey to remove rats from the islets within the Uvea Lagoon. After completing the required training, community consultations and planning requirements, 4 islets were baited by hand and 9 islets were baited by drone. These islets are now safer for native biodiversity, allowing nature to restore itself and ultimately enhancing resilience against climate change. The healthy islets will be more productive, with more fruit, more crabs, less mosquitoes and more sea birds. This will have positive impacts on the surrounding coastal ecosystem such as reefs and fisheries, which communities rely on.

The tropical Marquesas islands are characterised by their isolation and high levels of endemicity among native fauna and flora. This includes forty-two percent of the 320 native vascular plants and a diverse terrestrial snail community, with at least 78 species represented. Of the 12 native land birds 11 occur only within the archipelago, several restricted to a single island. Nineteen species of seabird breed there including the most eastern population of the Endangered Phoenix Petrel. Monitoring of seabirds and other species before, during and after the project will inform the impact of removing rats from these islets including how endangered species respond and community interest.

Le plan de Biosécurité des îlots de Wallis pose les standards par lesquels les risques de réintroductions de rongeurs ou d’introduction de nouvelles espèces seront minimisés. Il tend à atteindre ce standard de protection pour Wallis via des mesures volontaires ou rendues obligatoires sur le territoire. Les mesures permettant de viser ces standards sont présentées dans ce plan et les rôles et responsabilités y sont identifiés. L’acceptation et l’approbation de ce plan sont portés par le Service Territorial de l’Environnement de Wallis en consultation étroite avec la population locale.

Afin de protéger la biodiversité terrestre et marine et de préserver les conditions de vie de la population Wallisienne, il est proposé d’enlever les vertébrés envahissants des îlots situés dans le lagon de Wallis. Dans cette optique, le personnel d'Island Conservation a travaillé conjointement avec celui du Service Territorial de l’Environnement de Wallis et Futuna au cours des mois de Septembre et Octobre 2019 pour entamer le travail de consultation et mieux comprendre les conditions nécessaires à la réussite d’un tel projet. Un panel de vertébrés introduits comprenant des rats, des chats et des cochons est présent sur l’ensemble des îlots du lagon de Wallis, sauf un. Ces espèces constituent une menace permanente pour les plantes et les animaux indigènes des îles et perturbent les processus écosystémiques responsables de la régénération des forêts indigènes et du bon état de santé des récifs. Différentes consultations avec les parties prenantes majeures ont été entreprises et tous les îlots ont été visités et expertisés. Aucun obstacle insurmontable au retrait des espèces envahissantes n'a été identifié et leur éradication est considérée comme réalisable. Une partie des îlots pourrait être traitée manuellement depuis le sol, tandis que les îlots présentant une topographie plus complexe nécessiteraient l'utilisation d’un moyen aérien de type drone pour épandre les appâts contenant le raticide. Préalablement au retrait des rats et des chats, les cochons devront être retirés des îlots où ils sont présents (stratégie présentée au sein de ce document). Des consultations plus approfondies sont essentielles pour fédérer un soutien du public au projet et pouvoir identifier les obstacles à résoudre avant de procéder à l'éradication. Les îlots de Wallis sont régulièrement visités et utilisés par la population. Par conséquent, d’importants efforts et un soutien de la part de la communauté Wallisienne seront nécessaires pour empêcher des réinvasions et assurer la pérennité des bénéfices du projet. Ce projet représente une véritable opportunité pour Wallis de protéger ses ressources naturelles et de développer sa capacité à gérer les problèmes liés aux espèces envahissantes.
