La liste préventive des espèces exotiques envahissantes de Wallis et Futuna a été créée en 2024 par une révision de la règlementation, à la suite d'une prestation d’une biologiste, et de la consultation d’associations et de services du territoire. Elle répertorie 123 espèces absentes du territoire mais présentes dans la région et dont Wallis et Futuna entend se préserver. Le document compile des fiches techniques de reconnaissance et de gestion des 123 espèces figurant sur la liste préventive, relatives aux milieux terrestres, humides et de rivières et marins. Le document détaille également les 6 étapes du plan d'intervention rapide élaboré pour répondre aux introductions d'espèces exotiques envahissantes à Wallis et Futuna : (i) réceptionner le signalement, et collecter les informations; (ii) confirmer l'identification de l'espèce; (iii) améliorer la connaissance sur la répartition de l'espèce; (iv) évaluer la situation et choisir l'option de gestion; (v) élaborer et mettre en place un plan d'intervention et (vi) veiller.

La liste noire répertorie 68 espèces envahissantes, 38 végétales et 30 animales, déjà présentes sur le territoire et à l’origine d’impacts négatifs importants. Cette liste noire est une actualisation de l’arrêté n°2016-407 suite à la prestation d’une biologiste, la consultation d’associations et services en 2022. ».

L’Étude d’impact environnemental (ÉIE) est un processus utilisé pour évaluer et gérer des projets de développement particuliers. Elle a pour objectif de maximiser les retombées positives et de minimiser les impacts négatifs pour les communautés locales et leur environnement. La mobilisation des parties prenantes et les connaissances locales sont essentielles à la réalisation d’une bonne ÉIE. Correctement mise en oeuvre, l’ÉIE peut contribuer à la réalisation des objectifs de croissance verte, de résilience au changement climatique, et aux objectifs de développement durable des Nations Unies (ODD)1.

Since the early 1990s the Secretariat of the Pacific Regional Environment Programme (SPREP) has been promoting the use of environmental planning and assessment processes amongst its member countries and territories. SPREP's approach to environmental planning and assessment has been part of a global programme for improving environmental management and supporting sustainable development. SPREP has been guided by regional and international multilateral environmental agreements (MEAs); the needs of its members; the advice of its collaborators, donors and regional partners; and green economy, climate change adaptation and disaster risk management considerations, with the latter two considerations being amongst the most important sustainable development issues for the Pacific region.

This document is aligned with the Terms of Reference (TOR) issued by National Environment Services (NES) for guidance and advice in the preparation of Environmental Impact Assessment (EIA) for the Installation of Tanker Moorings and Construction of a Sub-sea Pipeline. The TOR identifies all issues that need to be addressed by the EIA. Both facilities are for the purpose of conveying petroleum fuels into onshore storage facilities. Tanker mooring facilities are located offshore at Areanu Tapere, Avarua District. Sub-sea pipeline facilities commences from the offshore moorings and continue towards shore, terminating at Pacific Island Energy (PIE) storage facilities.

The Fifth Pacific Climate Change Roundtable was held from 12 - 14 May 2015 at the Tanoa Tusitala Hotel, Apia Samoa. The conference was jointly organized by the PCCR Steering Committee, consisting of country representatives, development partners and CROP agencies, hosted by SPREP and Government of Samoa with major funding support from the Government of Switzerland. The meeting brought together some 183 participants from Pacific Island Countries and Territories, regional and international agencies, nongovernmental organizations, private sector, academia and development partners. The theme for the roundtable was “Lessons Learnt from the ten-year implementation of The Pacific Islands Framework Action on Climate Change (2006-2015)”.

In Solomon Islands, the Pacific Adaptation to Climate Change (PACC) project focused on food security, with a goal ‘to contribute to reduced vulnerability and increased adaptive capacity to adverse effects of climate change in Solomon Islands’. The pilot sites for the demonstration projects were the low lying atolls of Ontong Java and, in a second phase, Sikaiana. These atolls are extremely isolated and are highly vulnerable in many respects. Climaterelated threats mainly come from sea level rise and extreme weather events, and impacts on food security include contamination of the freshwater lens affecting crop production. Associated soil salinisation, as well as loss of land through erosion, also have serious implications for subsistence food production in locations that are already stressed.

This document reports the findings of an Environmental Impact Assessment (EIA) for the construction of a hard stand boat haul out and storage facility (here on referred to as a boatyard) in the Vaipua area of the Vava’u island group in the Kingdom of Tonga. The boatyard operation will consist of a compacted haulage slipway, a graded and sealed land area and related terrestrial infrastructure covering an area of approximately 2.42 hectares. The boatyard will be a facility for the long or short term storage of a maximum of 150 vessels up to 55ft in length with a maximum weight of 30 tonnes. Following the Environmental Impact Assessment (EIA) Act 2003, approval must be sought from the Tongan Government Ministry for Environment for any predefined major projects that are likely to have an impact on the elements described in the EIA Act. Under Schedule 1 (subsection j) of the EIA Act, this project comprises “of a dry storage area for more than 20 pleasure or recreation craft” rendering it a major project and therefore automatically requiring an EIA to be presented to the Minister of Environment. Pacific Environmental & Ecotourism Consultancy Services (PEECS) (consultant) has been contracted by Vava’u Marine Services (proponent) to prepare the Environmental Impact Assessment (EIA). This EIA is prepared in accordance with the Tongan Environmental Impact Assessment Regulations 2010 and other relevant regulations and guidelines applicable to the proposed project.
