This document provides a report on a consultancy carried out from February to May 2011 under contract to the Secretariat of the Pacific Regional Environment Programme (SPREP). The consultancy was one of a number administered by SPREP with the overall aim of developing the detailed design document for a project on Pacific POPs Release Reduction through Improved Management of Solid and Hazardous Wastes (the GEF-PAS project).

Hazardous substances that are used in laboratory settings and/or transported across national borders can be very dangerous for human health and ecosystems because of their inherent hazardous qualities. Such items include banned or restricted chemicals and hazardous and toxic waste. This technical guidance toolkit is designed to be used by Laboratory and Customs staff in Pacific Island Countries (PIC) for use as a technical reference guide in their daily work activities relating to hazardous substances.
