Samoa a vast range of marine biophysical features, many of which are special or unique and potentially require articular reconsideration when planning for the optimal use and management of the country's ocean, which makes up 98% of the are under Samoa's jurisdiction.

A national-level Marine Spatial Plan (MSP) is one of the 13 key strategies in the Samoa Ocean Strategy (SOS) 2020-2030. The SOS aims to use the MSP process to support ecosystem-based adaptation while strengthening community engagement in actions that enhance resilience to the impacts of climate change. As part of the MSP process, national stakeholder consultations were conducted to solicit views and gather relevant information for developing a spatial Ocean Plan for Samoa.

The Ministry of Natural Resources and Environment leads the management of Samoa’s environment and natural resource. We work across a diverse range of issues as reflected in the core functions undertaken by the 14 Divisions.

In 2019, the United Nations in Samoa secured a USD 1.0 million financing from the UN-India Development Partnership Fund managed by the UN Office for South-South Cooperation (UNOSSC) to fund the joint programme titled Samoa-Knowledge Society Initiative (S-KSI) whose main objective is to facilitate access to knowledge as a public good and advance research-based sustainable development.

Samoa is at the frontline on the impacts of climate change. It has experienced firsthand some of the worst and devastating effects of this humanly-induced phenomenon. Climate change is a real and the impacts for a Small Island Development State like Samoa will be devastating. It had social, economic and environmental implications and it consequences respect no borders. This is a global problem requiring urgent, immediate and a sustained global response.

The purpose of this management plan is to set objectives and policies that will guide the Park Management with its implementation programs in accordance with the Lands, Survey and Environment Act 1989, Section 116. This is the third Management Plan produce since the designation of the area as a National Park in 1978. This first plan was produced in 1981 while second one was produced in 2011.

The management plan describes the priority strategies for the upland areas of the Lake Lanuto'o National Park that will best maintain and improve the key conservation values in these areas by reducing the impact of threats, including from climate change. The management planning process began in 20-24 August 2012 with the Site management planning workshop for climate resilience of Samoa's forest. This workshop involved application of the Conservation Action Planning (CAP) Process of the Open Standards for the practice of conservation.
