ADB's strategy for Tonga supports the Government's development goals. The focus of assistance in 2005-2006 will be (i) continuing assistance to the Government's reform program to enhance sound economic and public sector management; (ii) addressing the emerging deterioration in some social indicators through targeted interventions that promote inclusive social development; and (iii) improving the enabling environment for private sector development. The key projects for the period under consideration will be (i) assistance to develop a new strategic development plan for Tonga, linked to a multi-year fiscal framework and an annual resource allocation process; (ii) continued support for public enterprise reforms, especially the privatization of selected public enterprises; (iii) addressing youth unemployment and associated social problems; (iv) improving basic infrastructure for drainage and sanitation in selected areas in the capital, Nuku alofa; and (v) agriculture sector development through an enhanced policy environment and development of small and medium agriculture-based enterprises.

Since Independence, successive governments have prepared many- worthy development plans and strategies that have promised to realize our national vision, as enshrined in our Constitution. While the plans and strategies were often soundly based, they have not been translated into results on the ground, and as a consequence, our nation is well short of achieving the national vision. In real terms, the plans of the past represent little more than an historical record of good intentions.

The purpose of the National Invasive Species Strategy is to minimize the harmful effects of invasive species on the environment and society of Palau through coordination of efforts at all levels of Palauan society, and to facilitate cooperation with neighboring countries and the Pacific Islands region to prevent the movement of invasive species.

The Chuuk State BSAP or implementation plan was developed over a series of community consultations and expert meetings since 2001. This year 2004 results of those community consultations and expert meetings have been consolidated into an action plan outlining Chuuk state's vision, goal, priority based headings, objectives and activities. The action plan is based on the realities of Chuuk state and the most appropriate means of achieving the goal and objectives stated. Lastly, it has been agreed during the consultations that this action plan is biodiversity focused and will be part of Chuuk's overall environmental plan. Therefore waste management is not included in this particular plan since it falls under EPA and the Department of Public Works.

The voyage into a future of our own came to an end when O'Keefe's big ship technology brought an end to the thrill and adventure of voyaging on small canoes to bring back big stone money from Palau. Since that time, we have adopted the technologies oflarge continents, not realizing the impact that they have on our small island ecosystem. Now with economic uncertainties looming in the future, we are coming to realize that our most reliable allies are the islands of Yap themselves with their living wealth that supported Yapese people for over 4000 years. Before it is too late, we must learn to care for living Yap: for the sake of our children, their children and ourselves

The mandate for developing the National Environment Strategic Action Framework 2005-2009 was given by the Environment Act 2003. The framework provides guidance and direction for achieving sustainable social and economic progress for the Cook Islands by utilising our natural resources and environment wisely. It aims to sustain efforts generated from growing environmental awareness to protect, conserve and manage our environment and natural resources.
