This scoping study presents an assessment of the potential impacts of climate change on Indigenous settlements and communities across tropical northern Australia, including the Torres Strait Islands and the Pilbara region of Western Australia. The study region is home to about 87,000 Indigenous people, around a quarter of the total population of 355,000. The region includes 665 settlements varying from less than 50, to 3,500 people. Approximately 50 per cent of this Indigenous population lives within 20 kilometres of the coast or on offshore islands.

Climate change creates a serious challenge for sustainable development, with scientific projections indicating that billions of people will face food and water shortages, increased exposure to diseases, losses of homes, assets and livelihoods, and forced migration. Recognising the urgency of the issue, the international community has pledged significant funding for adaptation and mitigation in developing countries, and a wide range of mechanisms and institutions for climate finance are rapidly developing. In order to maintain progress - or even current achievements - towards the MDGs, it is imperative that these funds be spent effectively and not be diminished or lost through corruption.

As with other small islands developing States (SIDS), Pacific island countries (PICs) are highly vulnerable to climate change and sea level rise owing partly to their small land masses surrounded by ocean, and their location in regions prone to natural disasters. PICs are often characterized by having relatively large populations for the area they occupy with high growth rates and densities; poorly developed infrastructure and limited natural, human and economic resources, and their high dependence on marine resources for their livelihood needs. Most of their economies are reliant on a limited resource base and are vulnerable to external forces, such as changing terms of trade, trade liberalization, and migration flows. Adaptive capacity to climate change is generally low.

Submarine tailings disposal: mining's problem with waste

Safe disposal of mine waste, including tailings, is generally recognized as the single largest environmental challenge facing the mining industry worldwide and a major expense for mining companies. Modern open-pit mining has a very high waste-to-product ratio (roughly 99 tonnes of waste to each tonne of copper, and even far more waste in gold mining), making waste the major product of mining. The Canadian mineral industry generates about 650 million tonnes of waste per year.1 The storage of this waste poses significant engineering challenges. All over the world, tailingsdams are leaking, or breaking, and seeping toxins on a daily basis; but recent environmental and social disasters in Romania, Guyana, Spain, and the Philippines—caused by tailings-dams that burst—have served to focus public attention on this problem.

Submarine Tailings Disposal, or STD, has recently come into favor in Papua New Guinea where on-land disposal options are problematic. Two mines: Misima Gold Mine (Placer Pacific) in the Milne Bay Archipelago, and Lihir Gold Mine (RTZ), in New Ireland Province, already use this technique. (See: STD on the Island of Lihr.) The State of Papua New Guinea is highly dependant on the revenue from mining projects. For this reason the mining sector has traditionally wielded substantial power, and this in turn has had major implications for the acceptance of sub-standard environmental performance.

There is a famous saying that “knowledge is power”. This saying is very true today as we are all famaliar with the power of knowledge. Without knowledge a person stands to lose at the hands of his opponent. And knowledge comes through accessing information that is available to the user. In Papua New Guinea (PNG) the power of knowledge is easily identifiable as we see the exercise of this power almost everyday in the markets, shops, meeting places, villages and towns. This is imperative as PNG has one of the lowest literacy rates in the South Pacific.1 In PNG, those with access to information that is not readily available to the majority of the people, have been able to utilise their knowledge to their own adavantage.2 This situation is very common in the natural resources sector. This is very apparent in the forestry and to some extent in the mineral resources sector.3

SoE refers to state of the environment or, in this book, a report about the state of the environment in a particular region. It is intended that the audience of these reports applies information contained within them for decision making purposes, ranging from voting choices to setting policies. The impetus for SoE reporting is partially due to the adoption of Agenda21 at the 1992 UNCED conference in Rio. Chapter 40of Agenda 21 specifically calls for improved environmental information for decision-making.
