The Government of the Fiji Islands has developed this National Marine Spill Contingency Plan (NATPLAN) as part of its commitment to protecting our valuable coastal and marine resources from the threat of marine pollution incidents. NATPLAN has been developed to reflect the essential steps necessary to initiate, conduct and terminate an emergency spill response on, or into the navigable waters of the Fiji Islands on the adjoining shorelines, the waters of the contiguous zone or into waters of the exclusive economic zone.

The principle provides guidance on a process for avoiding serious or irreversible harm under conditions of uncertainty. Precautionary measures can range from a moratorium on the proposed development, when potential for harm and uncertainty are deemed unacceptable, to careful monitoring of the development project at the other extreme. The principle requires a participatory decision-making process that gains definition and meaning as it is applied in specific situations.

Beaches have many values to Pacific island communities, including the protection of land from marine processes, but in some locations are degraded and eroding. Ecosystem based adaptation of beaches using low cost techniques to reduce and repair erosion has been successfully trialled in Europe and Australia, and this project undertook similar adaptation trials in North Tarawa, Kiribati.
