Marine spatial planning (MSP) is an internationally recognised planning tool that applies information about the natural resources and human uses of a particular ocean area to develop a comprehensive ocean management system.

The role that natural ecosystems, especially marine and coastal ecosystems, play in human wellbeing is often overlooked or taken for granted. The benefits of humans receive from ecosystems called ecosystem service. Coastal and marine resources and biodiversity provide Samoa's businesses and households and government many real and measurable benefits.
