This report is the Inception Report for the Vanuatu component of the work. It examines relevant used oil issues such as sources of used oil, inappropriate uses, and methods of collection, storage, and disposal. It then looks at relevant policy and legislation, and examines carefully the previous used oil reports.

The natural environments of Pacific island countries and territories (PICTs) are under increasing pressure from development and growing human populations, and the social and economic pressures associated with this growth. Increased populations and urbanisation have led to increased product importation and waste generation.

As a Party, Vanuatu is obliged to enact national regulations to bring the conventions into the national regulatory framework. It is these national laws and regulations that then provide the implementing mechanisms to manage asbestos and ensure compliance with the conventions.
