Waste management is a major issue for Pacific island states. For many reasons, including lack of technical expertise, land availability and cultural factors, waste is often not managed in an environmentally acceptable manner. This report addresses one component of the larger overall problem of waste management in the Pacific islands region, by concentrating on the management of the ship-generated component of the total waste stream. It is recognised, however, that advances in the management of shipgenerated waste can only be accomplished in concert with improvements in the overall management of wastes in the region.

The Pacific islands have an extremely rich maritime heritage. The islands themselves were first populated by what are arguably the greatest mariners in human history. In pie-European times the Pacific islandersnavigated wooden canoes held together with coconut fibre across thousands of miles of open ocean, with nothing but the stars and their intimate knowledge of the sea to aid navigation. Today, this seafaring tradition is continued, with several island countries, such as Kiribati and Tuvalu, being suppliers of seamento the regional and global shipping fleet.

Report on the Strategic Environmental Assessment Oil Spill Incident USS Mississinewa, Ulithi Lagoon, Yap State, Federated States of Micronesia : Draft, 18th September, 2001 / by Trevor Gilbert

The importance of accurate reporting of an oil spill is paramount for the preparation of response operations. Many phenomena viewed by an aerial observer may appear similar to oil. These include algal blooms, storm run-off from rivers, coral spawn, kelp and seagrass beds, urban run-off discharged from drainage systems and even fish swimming just under the sea surface. This package is designed to help observers characterise the oil and describe what they see in standard terms. Observers should concentrate on the location of the spill, the colour and distribution of the oil and the on-scene weather. In addition to these key matters, observers may be requested to report other observations (eg. vessels observed within the area which could be potential pollution sources or the presence of wildlife).
