This Strategy is an framework document that defines Palau’s environmental priorities and actions. It implements and is consistent with existing national policies that promote sustainable development and environmental conservation. The Strategy prescribes environmental management actions in eleven sectors including climate change; land management and food security; nearshore marine management; offshore marine management; freshwater management; biodiversity conservation; waste management; chemical management; built environment; culture, heritage, and awareness; and environmental governance.

The Government of Kiribati, represented by Hon. Nabuti Mwenikarawa, Minister of Finance & Economic Planning and Ms Teea Tira, Secretary of Finance & Economic Planning and National Authorising Officer, and the European Commission, represented by Mr Roberto Ridolfi, Head of the Commission Delegation for the Pacific, hereinafter referred to as the Parties, held discussions from March 2006 until August 2007 with a view to determining the general orientations for cooperation for the period 2008-2013.

Palau is blessed with a wealth of natural resources. We enjoy clean air, clean water, abundant marine life, and healthy, productive reefs. Our stunning Rock Islands and majestic dive sites continue to draw admiration from around the world. But Patau's wealth is not just found in its natural resources. Palau has also been blessed with a wealth of human resources and technical capabilities. The population of Palau is well educated and highly talented, and makes use of the most advanced computer and development techniques on a daily basis. Weaving these sources of natural and human wealth together is perhaps the most important resource of all: our traditions. Palauans maintain strong cultural ties to their land, their waters, and their history, and with these ties we strive to preserve and conserve all of our precious resources.

The project to develop this National Action Program (NAP) began in December of 2001 when Palau held its first National Awareness Seminar on Combating Land Degradation and Mitigating the Drought Effects in Palau. As a result of this seminar, the Office of Environmental Response and Coordination (OERC) developed a National Report to the UNCCD, which was completed and submitted in April of 2002. As follow up to that National Report, OERC, together with other key stakeholders, have been gathering information, conducting assessments, and analyzing key issues, which have lead to the development of this NAP.

The information contained in this publication of Population and Environment survey will provide the needed guidelines to the government, and many other groups of people to evaluate schemes, upgrade programs, plan and implement activities concerned with health and environment programs.

This State of the Environment (SOE) Report is part of the process of assessing the environmental issues confronting Palau, and will contribute to the development of a National Environmental Management Strategy (NEMS) for the Republic. It was commissioned by the South Pacific Regional Environment Programme for the Government of the Republic of Palau.
