The Strategy should be short and simple to revise. It should be a "living" document. That is, it will be accessed by many people often and regularly up-dated. Far better to have a simple strategy with a three year timeline than a comprehensive strategy covering the next two decades but is unreadable and too daunting to refresh every few years. While the longer term goals must be a constant consideration, strategies beyond 5 years are notoriously vague and hard to use.

The primary objective of Samoa's International Waters Project (IWP) is to find ways to improve the management of freshwater resources for the rural communities of Lepa and Apolima Island and to improve their access to minimum standards of drinking water. This book is primarily targeted at solid waste officers in Pacific island countries who may have little background in engineering and construction. The objective of this guide is to help those users understand the concept of a landfill and its operation. It also demonstrates ways to upgrade/improve an existing facility in an economical and effective way that suits most landfills in the Pacific island countries. This book focuses on inland-based waste disposal and does not include landfilling at coastlines, lagoons or wetlands where a different method needs to be developed and applied.

The Review of SPREP in 2000 was critical that the organisation was Projects based and SPREP continues to have a high level of Project based funding. Australia provides approximately 20 per cent of SPREPs funding. Some staff consider they are accountable to the donor agency rather than to SPREP management, and work very much in isolation from the rest of the organisation. It appears there has been some progress since 2000 with some staff indicating the agency was working better across programs. The move to Strategic Planning and program based funding has encouraged staff to work together, however the silos still remain and there is still a way to go.
