The Afulilo Hydro Power Augmentation Project was designed specifically to assist with the Upolu power system stability. Demand for energy has been growing in line with growth in maximum demand and, while the Afulilo scheme is producing more energy than anticipated, the sustainable energy outflow of the present scheme is limited by water inflows, reservoir storage volume and installed generation capacity. Because the Afulilo scheme is the only hydro scheme in Samoa with carry over storage, augmentation of the Afulilo scheme is paticularly important to increase dry season capacity to reduce the amount of installed diesel capacity to reduce overall fuel consumption and to lessen the dry season peak in fuel consumption.

The Atmospheric Radiation Measurement Program (ARM) contracted with SPREP's Climate Change Programme to act as an independent regional consultant to determine likely environmental impacts of locating and operating an Atmospheric Radiation and Cloud Station (ARCS) in the Republic of Nauru. In particular, ARM is concerned with the appropriate improvement of the seawall at the proposed ARCS site.

This report presents the results of a strategic environmental assessment of the development projects that have been proposed for the town of Neiafu, on the island of 'Uta Vava'u, Tonga, as part of the Vava'u Development Programme. The various project proposals have been described in the Neiafu Master Plan, accordingly, no details of the individual proposals are given in this assessment.
