Humanity is waging war on nature. This is senseless and suicidal. The consequences of our recklessness are already apparent in human suffering, towering economic losses and the accelerating erosion of life on Earth. This report represents a scientific blueprint for howclimate change, biodiversity loss and pollution can be tackled jointly within the framework of the Sustainable Development Goals. The report is a synthesis based on evidence from global environmental assessments.

In its decision X/2, paragraph 14, the Conference of the Parties, decided that, at its future meetings, it would review progress in the implementation of the Strategic Plan for Biodiversity 2011- 2020, and requested the Executive Secretary to prepare an analysis/synthesis of national, regional and other actions, including targets as appropriate, established in accordance with the Strategic Plan for Biodiversity 2011-2020 (para. 17(b)).

DECISION ADOPTED BY THE CONFERENCE OF THE PARTIES TO THE CONVENTION ON BIOLOGICAL DIVERSITY AT ITS ELEVENTH MEETING XI/24. Protected areas

With a view to strengthen implementation of the programme of work on protected areas (PoWPA) and to align implementation with available funding and technical support, the Conference of the Parties at its tenth meeting adopted several measures in decision X/31. These include, inviting Parties to develop a long-term action plan for the implementation of the PoWPA (or to reorient, as appropriate, relevant existing plans), contributing to the implementation of the Strategic Plan for Biodiversity 2011-2020 (paragraph 1(b)) and to use the protected area biodiversity allocations included in the fifth replenishment period of the Global Environment Facility (GEF 5) in a timely and appropriate manner, as well as bilateral, multilateral and other financial support relevant for protected areas, and to use their PoWPA action plans as the basis for accessing these funds (paragraph 10(b)).

This Manual was designed to improve and facilitate use of the UNEP Guidelines on Compliance with and Enforcement of MEAs through a variety of means. Its organization follows that of the UNEP Guidelines, with the first part of the Manual devoted to compliance and the second part to enforcement. The Manual is intended for use by a wide audience: treaty negotiators, political officials, lawyers, police, customs officers, researchers, and legal drafters in governmental, non-governmental, academic, and professional institutions. Considering the breadth of topics and audiences entailed, this Manual is a reference tool. It is not meant to be read cover-to-cover.

Most countries have met their reductions in methyl bromide targets under the Montreal Protocol by adoption of alternative fumigants in the soil sector, such as fumigant mixtures containing chloropicrin or by applying consecutive treatments with other fumigants to increase their reliability. Adoption of transition strategies that reduce the rate of MB used per unit area of soil such as by using MB/chloropicrin mixtures and/or allow reduced rates of MB application by adoption of barrier films (e.g. VIF) have also been used widely. Most applications granted Critical Use Exemptions at the EMOP use these transition strategies

Historically, the blowing agent selection made by the foam plastics manufacturing industry was based heavily on CFCs. This was particularly the case in closed cell insulating foams. An assortment of CFCs and other ozone depleting substances (ODSs), including CFC-11, CFC-12, CFC-113, CFC-114 and methyl chloroform were used in numerous foam plastic product applications. However, the effect of the phase-out process has been to create further diversification.The first technology transition in the early 1990s led to the introduction of transitional substances such as HCFCs as well as the increasing use of hydrocarbons and other non-ODSs. This transition is still taking place in Article 5(1) countries. In non-Article 5(1) countries, particularly in Europe and North America, attention is now firmly focused on the second phase of technology transition out of the transitional substances. This transition is concentrating attention on the emerging HFC-based technologies, although it should be stressed that much consideration is still being given to the optimisation of hydrocarbon and CO2 technologies1 and these technologies are gaining market share in several sectors.
