This paper was prepared jointly by the Foreign Investment Advisory Service and Forum Secretariat. It provides a review of the factors that are generally seen as impediments to investment among the Forum Island Countries. The paper concludes by suggesting options that Ministers may wish to consider as means of removing or ameliorating key impediments.
