This paper was prepared by the pacific Financial Technical Assistance Centre in collaboration with the Forum Secretariat. It highlights the issues that shape commercial financial institution behaviour and how these might constrain their lending activities in the economic and policy environment prevailing within Forum Island Countries. Some general observations on how best to shape government policy to better encourage financial institution support for private sector development are also included.
