The Cartagena Protocol on Biosafety: A record of the negotiations

This paper seeks to record the evolution of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity from the initial provisions in Article of the Convention itself through to the final adoption of the text of the protocol in January 2000. The paper aims to contribute to the institutional memory and to the historical record of the convention on Biological Diversity.
