Addressing the Greenhouse Effect: A discussion paper prepared by the Western Australian Greenhouse Coordination Council

This discussion paper has suggested a substantive programme of action. The Council believes that at this stage it would be prudent of Government to withhold new initiatives apart from the actions included in the foregoing recommendations, until a clear picture emerges of the scope and scale of the responses to the Greenhouse Effect that have already been set in train. Such a picture will emerge as soon as the appropriate organisations and interest groups for example, Greenhouse Effects Committee, housing industry, rural interests and industry, have assembled reports reviewing the activities already being pursued. New initiatives taken in the absence of a review will invetably lead to duplication of effort and waste of resources.
